Walkthrough

  1. Reduce boxed experience below 2,000,000,000 so the NPC can read it correctly.
  2. Speak to EarthSpirit in Noam Sacred Grounds at (87,0), choose Earth Native, and confirm becoming a native.
  3. Pay 5,000,000 gold and 5,000,000 experience for Noes Citizenship.
  4. Do not treat this as Respected Citizen credit; it does not satisfy that separate requirement.
